AbstractThis case looks at the the controversy that arose after it cam to light that Chinese scientists and engineers, under constraints imposed explicitly or implicitly by the Chinese government, did not at first report information about the Severe Acute Respiratory Syndrome (SARS) epidemic to the World Health Organization (WHO).  This case looks at how cultural norms can lead to unexpected consequences, and how, as WHO policies were improved as a result of this pandemic, international bodies respond and adapt to real potential global crises. Includes a chronology, links to useful websites and a large series of interviews with individuals both involved and responding to the case.
