Abstract | This lengthy paper discusses when conflicts arise over the collection and use of personal data. The author looks at the case of a fictional development of a national AIDS registry and the threats to privacy posed by computers and computer networks. The author then looks at current legal protections for privacy, and proposes a series of norms for the proper protection of personal information. |
