AbstractNorristown Pennsylvania has adopted a so-called nuisance law on the books that allows police officials to pressure landlords into evicting a tenant if the polace are called three times or more in four months. The law was intended to minimize reliance on police for minor, non-violent domestic disputes. However in one case, a woman was stabbed in the neck with a shard of glass by her ex-boyfriend, and she refused to call the police for fear that she would be evicted.
