Abstract

In 1995, Mayor Rudolph Giuliani of New York and the City Council agreed to a set of strict zoning rules for X-rated video stores and topless bars that city officials say will drastically reduce the number and concentration of such establishments across the city. However, many critics, including the ACLU, say that these new zoning rules violate the First Amendment.
