| Abstract | Civil engineers have devised a solution to traffic problems on crowded highways, converting High Occupancy Vehicle (HOV or carpool) lanes into High Occupancy/Toll Lanes or HOT lanes. HOT lanes provide a designated lane in which motorists driving along can use if they pay a toll. While this is a revenue making option for a state or city and can help reduce overall traffic problems, opponents cite the unfairness of these lanes to low and middle income drivers who can't afford the cost of the tolls. |
