Abstract

The article explores ethical and policy issues that arise in debates about public newborn screening programs in the U.S. It provides an overview of newborn screening and discusses requirements for ethical newborn screening policy. According to the article, there are four clauses included in the Hastings Center project funded by the National Human Genome Research Institute about newborn screening: newborn screening policy should be evidence-based, it should take opportunity cost into account, it should distribute the costs and benefits of the program fairly, and it should respect human rights.
