The television show depicts the conflict between the Sea Shepherds and Japanese whaling ships and the Japanese Institute of Cetacean Research. The Sea Shepherds use the media to broadcast their message of conservation and their efforts to stop whaling. However, their efforts raise questions about the rights of sovereign nations to govern their own economies, the livelihood of those involved within whaling research (assuming the Japanese fleet legitimately researches) and the violation of certain laws by the Sea Shepherds in their quest to stop whaling.
