AbstractThe author discusses the ethics concerning the use of citation indices in evaluations. He cites approaches that can be used when evaluating the worth of a particular paper. He mentions reasons for research grants, journals, institutions and papers to be cited more extensively. He adds that personal prejudices play a role when looking at citations from the point of view of the citor.
