AbstractIn order to expose flaws in Washington D.C.'s system for detecting drug use among people on probation and parole, a reporter poses as a client of the clinic and substitutes apple juice for urine in his test. After the story broke, officials at the city drug agency and probation division tells the reporter his study was unethical because he falsified court documents.
