AbstractAs the town of Palmdale expanded as a bedroom community through the nineties, they expanded the reach of city codes and regulations into annexed rural areas, codes that include regulations regarding the ownership and housing of animals. When Linda Papineau, and landowner and resident of Palmdale since 1986, was cited for running an illegal dog kennel. In her defense, Ms. Papineau cited that when she bought her property back in 1987, it was zoned as agricultural land.
