When the the parents of Anna Mae He face severe financial troubles, they agree to grant short-term custody of Anna Mae to some friends from church, Jerry and Louise Baker. This agreement is extended after the financial trouble of Anna Mae's biological parents continue. When the Hes face deportation, they call the police and ask for Anna Mae back. The Bakers take the issue to court and sue for termination of the Hes' paternal rights, a necessary precursor to adoption.
