AbstractThree aspects of context that should be considered are: the diversity of circumstances and relationships in which whistleblowing occurs; the character of organizations and institutions involved; and the societal environment and history. More attention to these aspects of context should suggest ways to reduce the need for whistleblowing and to manage morally justified whistleblowing in a sophisticated way.
