| Abstract | A small town needs to replace its existing water main, but cannot raise the funds. The State Department of Transportation (DOT) is planning a highway reconstruction project in the town. Because of personal reasons, the DOT engineer would like to route the DOT project such that the state pays most of the replacement of the water main even though this would not be in keeping with DOT policy. The DOT engineer “pressures” his young engineer about to sit for the PE exam that she should change her design so that the old water main would be impacted. |
