| Abstract | When a long-time city manger retires, the city hires Greg Holman to be the new city manager. Holman starts out forming strong connections with his colleagues, but soon discovers that there is no code of ethics for the city government and that in the past many city employees have received free tickets, gifts, and made unauthorized use of city equipment. When Holman decides to propose the adoption of a formal ethics code, he meets with some resistance, though the council gives him their support. However, when the old city manager runs for an open seat on the city council on a platform to return the city to business as usual, Holman must come up with a strategy to keep his reforms and build a bridge yet still work with the new city council member...a person who leveled harsh attacks at Holman during his campaign. |
