AbstractWith unemployment reaching an all-time high in Weldon, the entire community were happy to hear that a restaurant chain wanted to open a location in the town. However, the celebration quickly ended when the town found out that the restaurant to be opened was Cahoots, which is known for the scantily clad waitresses. The city government is faced with the choice of granting the restaurant chain permission to open a location in Weldon despite public criticism and the criticism of the chair of the city planning commission who is morally opposed to the restaurant, or to deny the restaurant chain's application and lose the chance get a new business in their failing downtown.
