The ACM has long been aware of the importance of ethical conduct in computing. It had a Committee on Professional Standards and Practices. In the late 1960s, under the leadership of Donn Parker, this Committee began moving ACM toward consideration of a more explicit commitment in the area of ethics in computing. One result of this was the adoption in 1966 by the ACM Council of a set of guidelines for conduct in information processing. These guidelines contained no enforcement procedures and were intended to serve in an unofficial way as a suggested guide to individual behavior. But the effort of the Committee culminated in 1970 with the submission to and subsequent passage by the membership of three amendments to the ACM Constitution. ACM members should understand that before any code of ethics or enforcement procedures can become effective, the membership as a whole would be asked to approve them in a referendum.
