AbstractThis article concentrates on the area of political science research, particularly as it raises ethical questions regarding access and disclosures in studies of the organization, operation, and and outputs of government. This includes the public's right to know about its government, citizen demands for efficient and responsible public institutions, the governments's responsibility to protect the national interest, the obligation of the government to protect citizens' privacy, and the scholar's responsibility to seek knowledge and improve understanding without compromising the methods of science.
