AbstractWhen a transportation planning consultant working on a estimating the travel demand for a proposed light-rail transit system finds out that her estimates are too low for the project to be eligible for for federal funding, she changes her estimate to fit with federal guidelines because she knows that the light rail system will significantly improve accessibility for traditionally underserved groups in the community.
