The U.S. Environmental Protection Agency announced on October 31, 2008 in a notice published in the Federal Register, that companies intending to make or import carbon nanotubes must formally seek approval from the agency. In the notice, the EPA states that carbon nanotubes must be classified as new substances, and not just as carbon-based materials that already exist in the Toxic Substances Control Act (TSCA) inventory.
