Abstract

Results of a survey on the role of non-government organizations (NGOs) in nanotechnology risk governance conducted from September to November 2005 by the International Risk Governance Council. Nine participants of twenty-five responded to the survey. While many survey respondents were seeking the development of nanotechnology applications to benefit the environment and human health, the majority were concerned with the prevention and mitigation of new risks posed by nanotechnology research and development. Survey respondents were concerned with identifying and rectifying the current gaps in national regulatory programs, current decision making practices, self, regulation of industries, and within laboratory practices. Respondents were also favored engaging a broad engagement of stakeholders from policy makers to academics, to the general public. The majority of respondents also agreed on the need for governments and industry to adopt a proactive or precautionary approach to nanotechnology, with a focus on government regulation as an alternative to or replacement for industry self-regulation. In general, while a few groups were campaigning for a complete halt of nanotechnology research and development, the majority stressed the need for proactive risk management before a major incident occurs and for nanotechnology research be used for sustainable development rather then solely for the creating of more consumer products. Paper includes recommended governance strategies and full survey responses.
